Philippine president-elect Rodrigo Duterte takes office this week looking to end the domination of “Imperial Manila” with a radical shift to federalism that he says is vital to fighting poverty and ending a deadly Muslim separatist insurgency.

Duterte, who won last month’s elections in a landslide, has vowed to have the constitution rewritten to achieve his bold plans — which would see power devolved from the central government in the capital to newly created states governing the current 81 provinces.

“It (the current system) is an excuse for them to hang onto power in Imperial Manila. They have always been there in one single office, running the Philippines,” Duterte said in a speech during the election campaign.

“(His actions) should be scrutinized and we should be really concerned and really scared. He’s very scary… It’s not at all a laughing matter,” De Lima said.

De Lima’s adversarial relationship with Duterte started when she led an investigation into the existence of the Davao Death Squad (DDS), a vigilante group behind the death of suspected criminals in Davao, when she was still chair of the Commission on Human Rights (CHR) during the Arroyo administration.

In a previous televised interview, Duterte had boasted that he was supporting the vigilante hit squad. “I am the DDS,” he was also quoted as saying, though he quickly backtracked and claimed he was just joking when the statement caused a stir.

President Rodrigo Duterte early Thursday morning released a "matrix" showing links between Senator Leila de Lima and several others allegedly involved in illegal drug activities at the New Bilibid Prison (NBP) under the previous administration.

Duterte disclosed the document in the early hours of the morning in Davao City after a press conference and visit with journalists at a local park in the city.

MANILA - Rodrigo Duterte, the country's 16th president, is poised to be the most powerful Philippine president of all time.

This was acknowledged by the same person who is asking to lead what appears to be the very lean opposition to the incoming administration.

Quezon Representative-elect Danilo Suarez of the United Nationalist alliance pointed out Duterte has consolidated power without resorting to a dictatorship like Ferdinand Marcos.

"I've never seen a powerful president than President Marcos. Ngayon lang ako nakakita ng pangulo na napaka charismatically popular, respected ngayon… not just powerful, admired, charismatically popular with huge expectation,'' Suarez said.

"Comparing to the late President Marcos, meron pa bang mas powerful kay FM [Ferdinand Marcos] without using an iron hand? Wala akong makita nakapag-consolidate ng power and authority [like Duterte]. Iyun nga lang on the positive side, on a human factor alam niya kaya siya nanalo, sinuportahan siya ng masa, feeling niya dapat gawin niya ang dapat gawin."
