Eight fighters of the now considered by the government as terrorist group NPA have surrendered to government authorities and returned to the folds of law since President Rodrigo Duterte lifted the government’s unilateral ceasefire against the CPP-NPA-NDF, the 10th Infantry Division said.

“NPA members identified by their aliases for security reasons Joni, Mike, Tenen, Ranil, Jimboy and Francis surrendered to the 67th Infantry Battalion in Davao Oriental while Robert and Rustom give up to the 73rd Infantry Battalion in Davao Occidental,” 10ID said.

Hardship and hunger while being with the NPA drove them to return to the folds of the law.

The army division said its the offensive operations resulted to two encounters, eight NPA surrendered, and discovery of five encampments and nine IEDs recovered.

“They must realize that they are with a terrorist group sowing fear on our own people,” Major General Rafael C Valencia, 10ID commander said encouraging NPA members to return to the folds of law.

He also pleads with the people in areas were the NPAs thrive not to coddle these terrorists but instead encourage them (NPA) to voluntarily give up.

MANILA, Philippines – Justice Secretary Vitaliano Aguirre II announced on Tuesday, January 10, that "5-6" lenders – a number of whom are Indians – will be arrested even without a warrant as President Rodrigo Duterte vows to stop the popular scheme and replace it with the Department of Trade and Industry (DTI)'s alternative lending program.

Aguirre said Duterte has ordered the police to arrest Indian loan sharks and have them deported.

"They can be arrested for operating without any permit," Aguirre stressed, citing strict requirements for lending businesses. He explained that there is basis for warrantless arrest because the offense is a continuing crime.

The Justice Secretary added that loan sharks commit tax fraud by not paying the correct contribution to the government for their business.

One of Duterte's campaign promises was a clampdown on the 5-6 lending scheme which he said preys on ordinary Filipinos and small enterprises.

Borrowers of a 5-6 lending scheme incur 20% interest rate per month, which Filipinos endure if only to instantly loan money without having to go through rigorous processes in banks.

The Philippines once had a usury law that set a limit on the interest that can be charged on a loan. But it has been suspended since 1982, and measures that seek to reimpose the law are still pending in Congress.

Because of the suspension, Aguirre acknowledged that the 20% interest rate, however exorbitant, does not violate the law.

"But we could not accept that kind of interest. When it comes to civil cases, the courts do not recognize such excessive interest rate," Aguirre explained.

Expatriate businessmen in Asia perceive the Philippines as the most corrupt country in the region, according to a survey released Tuesday.

Singapore was ranked as the least corrupt of the 13 economies surveyed, followed by Hong Kong and Japan, according to the annual corruption survey conducted by the Political and Economic Risk Consultancy, based in Hong Kong.

"The Philippines has the distinction of being perceived in the worst light this year," the survey stated. "People are just growing tired of the inaction and insincerity of leading officials when they promise to fight corruption."

The survey, conducted in January and February, queried 1,476 expatriate executives in 13 countries and territories in Asia. The Philippines scored 9.40, where a score of zero is the least corrupt and 10 is the most corrupt.

In the 2006 survey, in which Indonesia was regarded as the most corrupt, the Philippines scored 7.80. Indonesia improved its score to 8.03 this year, a development that the report credits to a government anti-corruption campaign.

The report noted, however, that for the Philippines, Indonesia and Thailand, where corruption is systemic, "it is really splitting hairs to say which one has a worse problem."

"The Philippines has been getting the least amount of foreign direct investment, and the level of foreign capital flowing to its stock market is also less than in either Indonesia or Thailand," the report noted.

To the question "How effective is the judicial system at prosecuting and punishing individuals for corruption when abuses are uncovered?" the respondents gave the Philippines a score of 9.06, with 10 being "ineffective."

The poll is certain to rile President Gloria Macapagal Arroyo, who has claimed that her government's efforts against corruption are bearing fruit. Arroyo hired Tony Kwok, an anti-corruption crusader from Hong Kong credited for stamping out corruption in the Chinese territory, as an adviser in 2005.

To the question "To what extent is corruption a deterrent to your willingness to invest and expand your business?" the Philippines scored 8.50, with 10 reflecting "a major deterrent."

Local corruption monitors confirm that graft and bribery in the Philippines remain rampant. Corruption has penetrated every level of government, from the Bureau of Customs down to the traffic police officers who pull over motorists to demand bribes.

Nearly $2 billion dollars, or roughly 13 percent of the Philippines' annual budget, is lost to corruption in the country each year, according to the United Nations Development Program.

CAGAYAN DE ORO CITY, Philippines – Amid an intensified anti-illegal drug campaign, the number of crimes recorded as of last month across the country dropped by about 49 percent compared to last year, Philippine National Police (PNP) chief Director General Ronald dela Rosa said here Friday.

“This only goes to show that most of these crimes that are happening in our communities are drug-related. That’s why when we focused our resources and attention on the drug problem, crimes also dropped,” Dela Rosa said in a speech before hundreds of police officers at the police regional headquarters at Camp Alagar.

 Common crimes are done by Drug addicts.So we need and should focus in controlling drug proliferation and trafficking.
