For China to come to the aide of the Kim regime — an international pariah with concentration camps and ambitions to nuke the US — just to protect a buffer state "would literally mean that China would engage in a third world war," said Tack.

MANILA, Philippines — In a joint resolution, the EU also called on the government to release Sen. Leila De Lima, whom it described as "a human rights advocate and the highest profile critic of Philippine President Rodrigo Duterte’s anti-drug campaign."
 
The EU called for De Lima's immediate release and said that she must be given adequate security while in detention.
 
De Lima, who is facing drug-related charges, must be given a fair trial, EP said, as it urged the government "to drop all politically motivated charges against her and to end any further acts of harassment against her."
 
De Lima stands accused of involvement in the illegal drug trade at the New Bilibid Prison while she was Justice secretary to President Benigno Aquino III. She also allegedly received money from drug convicts to fund her senatorial campaign in 2016.
 
She has denied the allegations and said she is being persecuted for her opposition to the government's war on drugs, which critics and human rights advocates have blamed for more than 7,000 deaths since July 2016.
 
In the resolution, the European Parliament, which is part of the European Union's legislature, said "there are serious concerns that the offences Senator De Lima has been charged with are almost entirely fabricated."
 
The government has rejected De Lima's characterization as a political prisoner. 
 
"Political prisoner? Gaga ka ba? Anong political prisoner?" President Duterte said Tuesday in a joint press conference with Senate President Aquilino Pimentel III and House Speaker Pantaleon Alvarez.
 
Alvarez himself referred to De Lima as "public enemy number one" and the country's "number one drug lord."
 
Justice Secretary Vitaliano Aguirre II said in February that it was wrong for De Lima and her allies to call her case political persecution.
 
"Drug cases do not involve one's political beliefs. It involves one's choice to be involved in illegal drugs," he said in a released statement on February 18.

Special Police Officer 3 Arthur Lascanas admits that the Davao Death Squad (DDS) is real and that President Rodrigo Duterte is its mastermind.

In a hastily called press conference at the Senate led by Sen. Antonio Trillanes, Lascanas, the right hand man of Duterte when the latter was Davao City mayor, confirmed the testimony of self-confessed DDS member Edgar Matobato after initially denying it in Senate hearing as just “media hype.”

Lascanas sad he was getting a P100,000 monthly allowance from the mayor’s office to maintain and carry out the operations of the DDS.

Rodrigo Duterte -- newly elected Philippine President -- is promising major changes for his country’s 102 million people.

His tough campaign for president led some to call him the “Donald Trump of the Philippines.” Like Trump, Duterte sometimes made crude statements during his campaign for his nation’s top elected office.

One week after he won the election, Duterte met with reporters in his hometown of Davao, where he was mayor for 22 years.

Duterte, who takes office June 30, talked about what he would do as president. He suggested his own behavior would change.

He promised a return of the death penalty, allowing police to shoot people involved with organized crime, a ban on smoking and drinking in public areas, and punishing parents who allow children out after 10 p.m.

The government would also crack down on speeding and drunken driving and reduce noise at night, such as loud music so people can sleep, Duterte said. And he promised to fight corruption.

Duterte also seemed to say he would not be the same person who, as a candidate, cursed and made jokes some considered tasteless.

“I have to get used to being the top honcho of the Philippines,” he said.

Patricio Abinales, director of the Asia Studies Program at the University of Hawaii, said many compare Duterte to Trump.

But he disagrees. Unlike Trump, a successful businessman who is running for president as an outsider, Duterte has been an elected government official – mayor – for 22 years, Abinales said.

His promise to reduce crime appealed to voters, Abinales said. As mayor, he put in place tough penalties for crime. But Human Rights Watch said he went too far, using death squads to kill more than 1,000 people.

During his meeting with reporters this week, Duterte talked about hanging people for crimes and letting the public watch.

While running for president, Duterte angered some officials in Australia, the United States and Singapore.

Australian officials criticized him after he told a crude joke about a lay minister from Australia who was held hostage, raped, and then had her throat slashed in 1989.

Duterte said: “I was angry because she was raped, that’s one thing. But she was so beautiful, the mayor should have been first. What a waste.” Duterte later apologized.

About Singapore, Duterte became angry when Singapore’s government said reports that its leaders supported him were not true. Duterte reacted by saying he’d like to burn Singapore’s flag.

Duterte also questioned what role the United States played in the 2002 bombing at a Davao hotel.

The bombing was linked to an American man, who escaped. Duterte questioned if the United States government helped the man escape. Last year, he said, the bombing made him feel a “hatred” for the United States.

Abinales of the University of Hawaii said relations between Duterte and the United States probably will be good if the U.S. explains what it knows about the bombing.

Donald Emmerson is director of Stanford University’s Southeast Asia Program. As is the case with Trump, Emmerson said, it is hard to say what kind of foreign policy Duterte will put together.

“One can argue that the rhetoric in the American presidential campaign also fits the caveat, which is it is not what you say when you are trying to be elected, but what you end up saying and doing” when you are in office, Emmerson said.

Duterte met this week with the Chinese ambassador to the Philippines. He said the meeting is good sign relations between his country and China will improve.

Philippine relations with China have been tense over China’s claims in the South China Sea. The dispute over one of the world’s most important waterways also involves Vietnam, Taiwan, Malaysia and Brunei.

Some in the United States worry the Philippines might negotiate to give China control over the Scarborough Shoal in return for more investment in the Philippines.

Emmerson said it is not at all clear what position Duterte will take. But he said it is clear the Philippines and its new president will have more to say because, in 2017, the Philippines becomes chair of the Association of Southeast Asian nations.

In his meeting with reporters this week, Duterte said he plans to be a different kind of president. He said he would use his own pickup truck, rather than the limousine – or big car – provided the president.

“This is not royalty … I’m your president. I would just consider me equal to you in terms of rights and responsibilities,” Duterte said.

Senator ralph Recto is very selfish as when he quoted that :" The proposed shift to federalism will face a staunch opposition in the Senate.Minority Leader Ralph Recto on Tuesday said he will actively engage in a debate those pushing for federal form of government.
"I have serious reservations, recto said, they still have to convince me on federalism," he told reporters in a press conference."Madugong usapan pa yung federalism," he said.
One vital point Senator ralph Recto forgot is that Federalism will give more power to local state or government for it is of course the local government knows what is the best for her city or town because he lives there and it is not the National Government who must decide for something they are not even aware. The national government will just say " I don't care" in case there is calamity in any city or state or town and only local officials knows much of that problem and that let them resolve of something they are already aware by not waiting for the National government as if they are like little boy asking permission to their father before doing anything right. Recto's ideas is simple. He wants power for the senate by ignoring what threats could happen in any regions is not of his interest and that makes him a "son of a bitch". Do you recall the Zamboanga siege? If only the local government will exercise its' power to protect the city then there could be lesser bloodshed but the former President didn't even declare "State of Emergency" even it is already very much apparent that "Rebellion " was in progress. Question is : who cares? I am in manila then its not my problem. Therefore we have to give powers to local governments of every regions and stop the selfishness of many politicians in the national level especially these elite politians.

Federalism- What does it stands for? 

Have you ever noticed how many laws we have in the United States? We have laws from our federal government, our state governments and our local governments. How do we know who's in charge?

The United States government is based on federalism. Federalism is a method of government that allows two or more entities to share control over the same geographic region. Each person in the United States is subject to the laws of that city, county, state and our federal government.

In a federalist government, the power is divided between the national government and other governmental units. In the U.S., this means the power is divided between our federal government and our state and local governments.

This is different from a unitary government, where one unit holds the power. It's also different from a confederation, which is an association of independent governmental units. The Articles of Confederationoriginally established the United States as a confederation, where each of the states operated separately and independently from one another.

The United States Constitution sets up our current federal government and replaced the Articles of Confederation. The Constitution recognizes the federal government as the highest governmental power, though it also acknowledges that the American people are subject to several different powers.

The United States Constitution

After almost a decade operating under the Articles of Confederation, the framers of our Constitution realized that the states had too much power. They felt they needed a different system. They wished to create a stronger federal government. The result was a balance of powers between the states and the federal government, with the federal government clearly in charge. This is the system of federalism we still use today.

The Constitution expressly grants broad powers to the federal government but not to the states. Instead, the Constitution stresses what the states can't do. The addition of the Bill of Rights, including the Tenth Amendment, helped temper some of this imbalance. The Tenth Amendment gave the states all powers not delegated to the national government or denied to the states. In other words, under federalism, the states get to regulate whatever is left over.

For example, Article I, Section 8, grants Congress certain powers, such as coining money and declaring war. The following section prohibits the states from such things as coining money and declaring war.
